You need training and a license to carry a concealed weapon, why not set a higher license fee (and manadatory training) for those of us that have pits, boxers, rotties, etc? That will fend off the folks that just want to keep a dog as an accessory and hopefully keep innocent dogs out of the wrong peoples' care?
