Yes. If there was strong enough doubt, then there would not be talk of sanctions at the United Nations and the Bush Administration would be making this claim every chance they get.
The only way I think it actually helps them in their agenda is that they can now point at Iran and say "we don't want them to do what North Korea did". Other than that, this whole thing is bad
PR for them.
