I have had an ongoing relationship with Peter Pan BMW in San Mateo. I have to admit my X5 has had some ongoing issues regarding "self leveling" and a small unfortunate accident with a loaner car but I will go on record to say:
Peter Pan's BMW Service Dept. is probably one of the best in Northern CA. My service tech was very up front about issues and the service department are genuinely nice. They worked with me to trouble shoot, clarify, confirm my issues with my X5. Since Peter Pan BMW is an independent dealer I tend to believe that they do try to give 100% effort. I also have a buddy that has an 2005 M3 that prefers to go to Peter Pan BMW even though its a bit of a drive.
