How many amp fuse should I use when I wire it into the electrical panel? Do you have to worry about the charger running down the car battery?

I didn't go that route. I didn't even mount the charger. I just keep the flashlight in the truck and charge it in the house every so often. If I'm going to be on the road for a long time like for a long trip I bring the 12V charger with me. Even though the batteries in these lights are NiCd, they are quite long lasting.

I also keep a small CR123 powered flashlight as a backup. I suggest a Streamlight Scorpion. It's small, extremely bright for its size, and very durable. Price: about $35.
