Read the poll again. From Zogby's website:
Half of New Yorkers Believe US Leaders Had Foreknowledge of Impending 9-11 Attacks and “Consciously Failed” To Act
"Foreknowledge" means they knew about the attacks before 9/11, and "Consciously Failed to Act" means they
intentionally did not act to stop the attacks, i.e. they let the attacks happen on purpose. That is totally different than a "f up".
