Against All Enemies, Clarke says that the FBI had distributed a list with the identities of 18 of the 19 hijackers (including 3 of the 4 hijackers on Flight 93) prior to 10 AM on 9/11. He says he is sure of the time because he remembers that he was reading the list when the North tower collapsed at 9:59 AM.
Yet according to the 9/11 Commission Report, the FAA first became aware that Flight 93 was hijacked at 10:08 AM, at which time they notified NORAD.
Care to explain this?
