In NY, lease turn in inspections are done by a 3rd party company, which I don't remember the name of right now. They are extremely lenient. Don't buy anything until you have the inspection done and schedule the inspection with enough time gap that if they do note anything on the inspection sheet that you have time to get it rectified. The inspector on my '01 tried to charge me for adding a non-OEM trailer hitch, even though it was an OEM hitch, installed by the dealer

. All I had to do was fax the install receipt to BMWNA and they removed it. He ignored a fairly significant paint scratch though....
Bottom line, don't get anything fixed until you have the inspection and then fix what you think will save you money before you turn it in. i.e. getting paint chips and dings fixed isn't a good idea as most fit within the allotted space on the wheel that they give you to measure. I schedule my inspection as far in advance as they would let me, fixed 1 thing and had it re-inspected.
