That is our problem. After "completing" the military phase we went light speed to give them a chance for "democratic" election. It is like asking a toddler participate in elections. Not every society can make that switch that fast. You have to have stomach strong enough for genocide or something close to it. If you do not do that every gallon of gasoline from that region that we'll be putting into our nice vehicles is gonna be stained by blood of thousands of troops and husdreds of thousands of civilians.
