Brian: I am certainly not the expert on the X5 World Forum regarding this topic but here is what I know. On my 2005 X5 there is no need to utilize the R/T button to pair a phone. On the 2005 X5s, when the car is first started, the Bluetooth module is ready (without any user intervention) to pair with a phone. However you MUST have the BMW X5 Bluetooth Passkey which you would enter into your phone to establish paring between the Bluetooth module and the phone. This would be on the white laminated card or on the Bluetooth module itself. I can’t see deep enough into the bottom of your picture to see if the module is there or not. If it is, I believe that number is also on a label on the outside of the unit. You may need to remove it however to see it.
