As much of a pain Vick may be, he still brings fan's in and until they have a viable QB to replace him, they have to stick with him. Other players have caused a lot more off-field disruption than Vick.
Also, must consider a few good QB's coming into the leage this year Brady Quinn, Troy Smith etc... Brady could make an immediate impact on the right team, although troy won the award, not sure if he'll fair as well.

Matt Schaub could replace Vick right now if they gave him the chance, he has a cannon compared to Vick. All these commentators go on about "..Schaub doesn't have a win in the NFL.." yeah and he has also had zip time on the field with a starting squad.  Vick also gave his friends in the Georgia Dome the finger remember, yeah he is great. Just like his brother Marcus. 
My guess is Garcia will simply want a pay day from Philly, not the starting job. Hopefully, Philly will pay.
