First of all, many times they don't target anything at all and they just drop bombs all over the place. They used cluster bombs quite a bit during 2003. All the Human Rights groups claimed this was a violation of the Geneva Convention, but as usual the Pentagon ignored these complaints.
Secondly, as I've said in other threads, most of the so called "terrorist" attacks in Iraq have been attacks on American military, Iraqi military, Iraqi police, and Iraqi government targets. They have not been civilian targets. But civilians have been killed.
More recently (in the last year) this infighting between Shiite and Sunni has begun and this has consisted of attacks on civilians, but prior to that, almost all the attacks were on legitimate targets.
Here are examples of what have been called "terrorist attacks", but which are on such targets:
