Actually, that is fraud. Not necessarily on your part, but fraud none the less. Your "buddies" are lucky I don't know who they are. I'd report them to their Inspector General in a heartbeat. It's assclowns like them that make the honest peoples' lives harder.

If that is fraud, then the problem is widespread. I'd say most of the government contracts I've gotten have been this way.
