High 11s NA? I find that hard to believe. So how much power were you putting down? btw, the NA h22 running mid 12s is in a 91 Accord.

Anyone putting an h22 in a civic isnt going for handling. You have to realize that the whole handling thing is a misconception. The two engines (h22, ie.any b18) dont weigh that much apart.

Personally, I have two set-ups for my car in mind when im done with college:

1.) H23VTEC: The easier way is to take h23 crank+rods and put it in a h22a or h22a1 block (50mm crank main journal). Also bore it out to 89mm.

2.) H22a4+F23crank= f23 and h22a4 both have 55mm main journal. Widen the f23 crank main journal a little and you can use B-series rods= a lot better rod/stroke ratio.
Also bore block to 89mm.

All this complimented by headwork and increase compression.
