That is really tough. At least in Canada you only pay tax once. There is no tax in the exporting province, the vehicle is simply given temporary plates (10 days or so) for transit. I know when I did a tourist delivery in Germany I had to pay German value added tax, but it was refunded a few weeks after I exported the car to Canada.
