...If the product you are using doesn't work with a rinse from a garden hose, you should not use it. Simple Green (I am not being paid in anyway) does work with just a light rinse. I even use a spray (not straight stream) from the hoes end. Best of all Simple Green is biodegradable. Just rinse the drive way off when your done.
It also works on tires and rims.
