I don't think there's any general way to do this Jeff. It might be possible to make the emails have a link to the newsletter on a web page. Each person is assigned a unique URL or identifier in their emails (and you'd need the software to process the log file for the web server).

AFAIK, the way to enforce read-receipts within email is with a closed system like Exchange (not that I'm an Exchange expert).
