Your informations shows that you are in British Columbia. If so, and if you bought your BMW in British Columbia, there is no point in contacting BMW of NA. BMW NA only covers the USA, not Canada. You may want to contact BMW of Canada.

My advice is that following the path is of limited value. You bought your vehicle from a dealer, who is charged with handling the BMW warranty. If you are not satisfied with the response from the dealer service advisor, the natural escalation path is to the dealer management, and then the dealer principle. You may ask the dealer to bring in a BMW tech rep to explain the problem, but I would put every effort into resolving the issue with the dealer first, as the tech rep is unlikely to offer anything beyond what the dealer offers.

You don't explain why you believe this to be a warranty claim. It appears the dealer does not agree with you. Any details available?

Also, which dealer are you working with? Do they have a customer satisfaction manager? That may be worth pursuing.
