Why do you suppose that is?
I think if you look at the stats, you will actually find that the highest homicide rates are with poor people, and not necessarily black. It just so happens that a far higher percentage of blacks are poor, thus you see what appears to be a racial statistic which is really an economic one.
Also, I'm pretty sure the murder rate in the inner cities was extremely high before rap music and hip-hop existed. In fact, since gangsta rap has become popular (early 1990s), the murder rate in the inner cities has actually dropped.

Let's examine this claim. Here are a list of the cities that have the highest murder rate in the US (in order) and whether or not that state allows carry permits (

3. St. Louis, MO - carry permits allowed
4. Washington DC - ??
5. Newark, NJ - carry permits not allowed

7. Philadelphia, PA - carry permits allowed
8. Cincinatti, OH - carry permits not allowed
9. Cleveland, OH - carry permits not allowed
10. Oakland, CA - carry permits not allowed
11. Atlanta, GA - carry permits allowed
12. Milwaukee, WI - carry permits not allowed
13. Memphis, TN - carry permits allowed
14. Buffalo, NY - carry permits not allowed
15. Pittsburgh, PA - carry permits allowed
16. Nashville, TN - carry permits allowed
17. Dallas, TX - carry permits allowed
18. Houston, TX - carry permits allowed
19. Chicago, IL - carry permits not allowed
20. Phoenix, AZ - carry permits allowed
So 11 of the 20 cities with the highest murder rates allow carry permits. I think you have no case here.
