Same thing had happened to me with Acura dealer. They had my deposit for over 3 months, car came and I did not like it and wanted my money back. They keep making same excuses as you are hearing. I called American Honda corporate office and they sent a letter to dealer and also called them repeatedly and they made them pay me my money back in one month.
In your case since its not too late dispute with Amex.
