if you used apple's proprietary backup software, then only an apple computer can open it up because it's usually their own .something file.
you can transfer all your songs from you iPod to a new computer. you won't have the purchasing info though. all you have to do is to put iTunes into the manually manage your songs mode; if you don't, everytime you connect your iPod, iTunes' library will try to overwrite all the songs you have on your iPod.
