YMMV, but it looks like your wheels have had a chemical reaction with the salt.....

The only recouse if metal polishing is not cutting it, is to test a spot with wetsand and see how much you need to *cut* into before the corrision stops. From there, polish till it's acceptable to you, put a coat of wax/sealant on the wheels......and don't drive the wheels in the winter ;-)
