In my opinion, regardless if he was told to fly or not, when he was in Italy and found out that he should not fly because his TB is contagious, he still violated all laws of humanity by flying back to the US on a commercial airline.

Ok, so he was afraid the medical care he might get outside the US would not be as good as the care inside the US, so that is reason enough to risk infecting all the other people on the plane...?
This guy is a real asshole.. And even if no one told him not to fly, he still made the choice to fly back when he knew he was contagious.
"I couldn't afford a private jet," he whines... So he put his own health concerns in front of all the other people on that international flight, while knowing the CDC thought he was a danger to all the people around him.
