I think the noise could be coming from the strut bearing. The bearing and bushing are on the top of the assembly in the fender but the noise can radiate down. The easiest way to tell is to back out of your driveway while turning the wheels. If it creeks going over the bump into the street you can be pretty sure that is what it is..

If you still think it's the lower control arm after that, I would just replace the entire arm. They are not expensive (relativly speaking) and it beats have to beat the old bushings out.
