I think that's for something like rust THROUGH not surface rust. It looks like this is surface rust. if it were me, take what you sanded down, go to an Auto Parts store, buy some rattle-can primer, rattle can paint, mask off the area, and touch it up.

If you do a decent job, it should match fairly closely. Given the area that it's in NO ONE will notice it but you. I'd try that before I spent 380 bux. Use a wire brush to make sure you get all of the rust in the "craters" though.
