The dealer says it started the CPO process but did not finish it.. They say that the certificate I have must have accidently been left in the car when it went to auction. They guy I bought it from said it was CPO'd. He did not tell me he got it at auction.

All I know 100% is that I have a CPO'd cert that was "accidently" given out and it is not honored by BMW.
