Your situation is exactly what the IRS would like to tax. While your employer doesn't mind how many personal calls you make, if they provide and pay for that cellphone you should be taxed to the extent that you use it for personal calls. It's F'd up but that's the IRS for you.
Your employer should be requiring compliance with the substantiation requirements. I believe that virtually all businesses and many government agencies are out of compliance. Again,
