Pretty sure the directions didn't read:

1) light fuse
2) stand over top of mortar
3) hover
4) keep hovering.

As was said, sad for the kids but mom was obviously a moron. Did she deserve flares to the face, no but I really hope they don't try more BS bashing on fireworks.

BTW: Love how here in MD we aren't allowed to have fireworks that shoot into the air, however at two OFFICIAL events on the 4th, people were injured. In once case mortars went off on the ground and in the other it fired into 1000 people watching.
