If you want to stick with a home type ISP provider (cable or DSL), your router may have a dynamic dns feature. With this feature, you don't need a static IP address. This is generally less expensive than opting for a business / static IP option.

On the downside, some cable companies, including my provider Time Warner, AFAIK, on a home connection don't allow you to run server apps running on your network from the Internet. You can only use client apps like outbound Internet Explorer, ftp, email, etc. to connect to other sites on the Internet. There are probably ways around this but I haven't needed to investigate them.
