More regressive taxing. Every time they find a way to shift taxes towards consumption and away from income or property, they are shifting the burden of taxes towards those who spend a higher percentage of their income, i.e. poor people.

While certain items could be considered "luxury" items that only wealthy people can afford, I don't think a cigar qualifies.
