You either believe their face value or you don't, don't make it a difficult answer (I'm sorry there isn't a wiki about it you could reference).
If you believe the stats are accurate, then you believe this is an issue that is dividable by race, it is that simple

If you are going to site statistics to support an argument that hip hop and gansta rap have caused the murder rate among blacks to rise, then the statistics have to show a rise in the murder rate, not a decline.
If you are going to argue that culture plays a part in this, I think you would have a much better argument in blaming the breakdown of the family unit in the black community. And I don't think you can blame that on hip hop, since this happened long before hip hop existed. There have been dozens of books on the subject, and most point to a period in the 1960s when illegal drugs were introduced to the urban ghettos.
