My advice is to not spend a lot of effort on getting paid or leave -ve feedback. You'll probably get a -ve if you do.

An alternative to waiting to file the complaint is to send the guy a message today saying if you don't hear from him by tomorrow, you'll send a second chance offer to your other bidders.

I wait and file the non-payment complaint. Often it turns out someone's account was hijacked but it doesn't sound like it in this case.
