I think the problem is that most of the spam is coming from overseas, so US authorities cannot really do much about it. I think the ISP's just have to do a better job eliminating it. I've used AOL for my email for many years, and it's amazing how good they have gotten in the last 2-3 years at eliminating spam. I rarely get a spam email these days -- maybe 2-3 per week at most.
