Pretty much your two options are to buy 'em or steal 'em. Sounds like you are looking for a copy to take the steal 'em option.

If you can not afford Navteq, look on eBay. You can find a good used copy there. Just be sure to get an authentic original, as the MKIV and MKIII are both very sensitive to copied disks, and most copies will cause your nav computer to crash.
