On factor often ignored is the effect vacation has on productivity. I tend to find that I get the best productivity out of workers after they have gone on vacation. They come back much happier and don't seem nearly as slugish as normal. One could argue that a worker that takes a few weeks of vacation a year may actually be more productive overall than one who does not. Productivity is measured in much more than just man-hours.
