My googling skills are not helping me today as I'm reading mixed stuff.

Under the Section 1035 Exchange......can I transfer a policy to a different carrier and AVOID the surrender charges ? I cannot find a clear answer on the surrender charge, but it appears that a surrender charge would not be applicable....
