Quite simply because most dealerships will
not do it for you if nothing is "wrong" with the version you have. As noted in the
Service Information Bulletin:

In other words, if the dealership does it for you, and something goes wrong during the update, it means the dealership would have to "eat" the cost of repair or replacement... and most dealerships are not willing to take that risk.
