No. It's against the law for any number to be published on the sticker other than the EPA one. Toyota wanted to put lower numbers on the Prius, but by doing so, they would be breaking the law. You have to look at how the EPA calculates the mileage, which is capturing the exhaust to determining how much fuel was used.
