I would have thought that a bank wire transfer was safe. I would check with your bank about whether it's safe or not.

The bit about the address not being a valid one does seem a little disconcerting though.

I cannot think why, if someone has a bank account, they would not have a PayPal account to do business on eBay. That would be another cause for concern...
