the big difference is that neighbors were able to help neighbors in SD, that's not true in NO, everyone was creamed. It's a huge difference. (fyi, i agree with most of your points, but it's hard to ignore the fact that EVERYONE in N.O. was flooded out, with few exceptions, AND they couldn't drive anywhere because of the water, and they didn't have much notice that the flood was coming.
