I don't think it has anything to do with the south or religion. It is just a bad law. You'd be amazed at some of the laws on the books in your own state. Mostly are old and antiquated and are inapplicable to today's society. For instance:
New York:
Women may go topless in public, providing it is not being used as a business.
A fine of $25 can be levied for flirting.
The penalty for jumping off a building is death.
New Jersey:
Drivers must warn those who they pass on highways before they do so.
It is illegal to wear a bullet-proof vest while committing a murder.
Automobiles are not to pass horse drawn carriages on the street.
