It is my opinion that President Bush has never directed anybody in government to do anything. His job is to read the speeches they give him, and hope that he doesn't mess up and jumble the words. I doubt he has the brain power to do anything more than that.
Sorry for the confusion.... When I say the "Bush Administration", I mean the decision makers in the White House, not Bush himself.
And yes, this sort of thing has almost become policy for them. Quoted from the article I posted above:

The White House has done this sort of thing over and over. No other Presidential Administration in my lifetime has ever even been accused of doing anything similar. So whether or not FEMA decided to follow the leads of their superiors, or if they were actually ordered to do so, there's not much of a difference.
