If the Iraqi government is indeed "independent" and sovereign, then that is what they will do. If they are a puppet government with no power, they won't do anything. Now is the test to see what they are.

diplomatic immunity .. we don't always try everyone. Now for mass murder we might. But how exactly would the Iraqis arrest them? With what force? Need a real solution, the US should prosecute on Iraq's behalf IMO.
