AFAIK, it varies by the dealer. Each dealer has its own allotment to fullfil allocation-wise. Some are already filled it, some are not. I heard anywhere from 2 to 8 weeks from different dealers.
I got mine from the Morristown BMW in Morristown, NJ.
Also, nothing beats shopping for a new vehicle on a snowy Monday morning (yes, it snows here in NJ !), when you are the only customer knocking on their door at 9am, and the month-end and the year-end are just around the corner
! These places do lots of deals around christmas time, when it is a bonus-time on the Wall Street (and lots of Wall-streeters live around here); however, this year Wall Street will not be as generous as before, so many people are holding off, thus dealers want to deal in order not to loose their allocation quotas.
Again, just my opinions, and things could be different in LI and other NY-area places...
