No laptops may not fly as pretty much every person these days has laptop and wants to work on flight even if its 60 min flight, specially corporate management.

But agree that they are concentrating their energies in wrong areas.
They need to expand the Flyclear project and not bother people with Flyclear pass. If passenger A is Flyclear pass holder and his background is all confirmed(based on certain criteria) than he should be fine. They can knock themselves with other passengers with better scanning than it is right now.
