Its pretty hard to 'stock-up' on things you need when something like a hurricane destroys everything you have. Or, better yet, most people there, can't afford anything past their last paycheck. Let's say they had a month supply of diapers, water, food, etc., well, the flooding rendered most of that useless! Sure, most could have evacuated, but many didn't have cars or a way out. There were no buses to take people away, and they ended up in a terrible predictament. I'm pretty sure if you were left with nothing, you'd find things you needed to survive and protect your family.
