There is a gov law that allows new cars to be repaired and not disclosed to the buyer if the damage is below a certain percentage (I think 2% but don't hold me to that).

There are a LOT of new BMWs that get minor repairs done when they arrive at the VPC and even the dealer. Door dings, scratches, damaged wheels, etc.

If you take a look at the european delivery section on bimmerfest you'll see a lots of posts about cars that were damaged in transit.

I would almost guarantee you the cars in those pics will never be repaired and they are talking about the ones that received minor damage.
