You'll see a big difference in compression speed when using a c2duo or p4 compared to celeron. 1 gig of ram and a non-celeron processor is all you need, and more than that shouldn't be a noticable difference.

Yes exactly. The program loads the music CD into WAV files, then reads the database for the metadata and rips the WAV files into MP3s.
