Question: "So if its gets wired across the normal beam...."

Answer: Sorry for the confusion, I used the term "normal high beam" what I meant was that you wire across the high beam (halogen lamp) only, this remains halogen, so if you wire across this lamp, the Xenon high beam shutter only opens when high beam is on. For clarity:

Light switch fully on (fully right):

Stalk in Dipped or Low Beam position: only the Xenon projector is lit up with its shutter in the low beam position.

Stalk in High Beam position: the Xenon projector is lit up and its shutter is opened to transform the Xenon beam into a high beam, and the halogen high beam lamp is also on.

Light switch off:

If you leave the light switch off and use the high beam flash feature from the stalk, only the halogen high beam lamp will flash because the Xenon low beam lamp is not powered up. The Xenon shutter solenoid will operate as well, but as the Xenon lamp is off no Xenon light will appear.

Thus the wiring scheme is very easy, no relays, no extra cable, all done at the back of the headlamp.
