They ALL failed: the mayor, the governor, and the federal government. They ALL share in the blame. The mayor failed for not having a proper evacuation plan in place. The governor failed for not asking for the aid sooner. The feds failed for not saying "F*%@K the Posse Comitatus Act -- these are incompetent people, and we're sending FEMA in right now and stage them outside the city." Absolutely no one is free of fault here...

There is no way, NO WAY that pictures of dead people floating around in sewage water should be coming from this country. That is what you see in third-world, war-ravaged countries, NOT in America. This simply should not happen here.
