v28 refers to the version of the OS disc that loads, on your nav, v4-1/80

v29 and v30 would load v4-1/91

The standard languages on the standard OS disc are GE, GB, US, IT, FR, ES
Dutch is not a standard language.

The instrument cluster has no support for Dutch. It can only support the 6 x standard languages. This cannot be changed.

These changes are linked to the Region setting, and not the Language.
You can set your Region to Europe, whereby the Miles will be UK miles, and you have no 'Accept' screen
Setting Region to USA creates US miles, and the 'Accept' screen.
Use NavCoder to change the Region setting.
